Is Shein safe?
Safe to use with care: Shein is a real shop with a 30-day return policy, but it has a record of a large breach and privacy fines, and some listings break the rules.
Shein is a genuine fashion marketplace. Most items can be returned within 30 days of delivery, and the first return on each order is free. Card payments are handled by outside payment processors, so Shein says it does not keep your card number.
The concerns are its record and some listings. Its former owner paid US$1.9 million over a 2018 breach of 39 million accounts. France fined it €150 million over tracking cookies, and in 2025 French officials found child-like sex dolls listed on the marketplace. The EU opened an investigation in February 2026.
In the US, the Shein site and app are provided by SHEIN US Services, LLC, and the app is published by Roadget Business Pte. Ltd. In Europe the site is run by an Irish subsidiary. Its policy says data can go overseas, for example to sellers in China who ship your order.[1][2][3][4]
The real risks
What Shein itself says it collects, what regulators and courts have found, its security record and the scams that borrow its name. Each line links to the page it comes from.
What it collects
From Shein’s own privacy policy:
- Name, address, email, phone number and, in some cases, a government ID number such as a driver’s licence.[1]
- Device and online identifiers: login details, IP address, MAC address, cookie and mobile advertising IDs, and whether face or fingerprint unlock is set up (not the biometric data itself).[1]
- What you buy or look at, browsing activity, clicks and typing patterns used to spot bots, plus your mobile carrier and time stamps.[1]
- Body measurements, height, weight and size or style preferences you give, plus inferences Shein draws from how you use the app; these are used for targeted ads.[1]
- Emails, chat logs, texts and, where allowed, recordings of calls with Shein, and any photos, video or reviews you upload.[1]
- Approximate location worked out from your IP address, used to pick the right site and language and estimate delivery times.[1]
App store label. Shein’s Apple App Store label says identifiers are used to track you across other companies’ apps. Data linked to you includes purchases, financial info, contact info, identifiers and usage data. Search history, some usage data and diagnostics are not linked to you. Rated 16+.[3]
Regulators and courts
Fines, orders, investigations and lawsuits, newest first. A lawsuit is what the side bringing it alleges until a court decides.
| When | What happened |
|---|---|
| The Paris Court of Appeal refused France’s request to block Shein, upholding a lower court. It ordered age checks before Shein sells pornographic products, with a €10,000 penalty for each breach for 12 months.[5] | |
| The European Commission opened a Digital Services Act investigation into Shein over illegal products, including child-like sex dolls, addictive reward features and how its recommendations work. A separate EU consumer-law action began in May 2025.[6][7] | |
| France’s consumer fraud authority (DGCCRF) said it found child-like sex dolls and other pornographic items without effective age checks on Shein, and reported them to the public prosecutor and the media regulator.[8] | |
| France’s data protection authority (CNIL) fined Shein’s Irish subsidiary €150 million for placing advertising cookies before visitors chose, giving incomplete information, and still placing cookies after people refused.[4] | |
| Zoetop, then owner of Shein and Romwe, paid New York US$1.9 million over a 2018 breach of 39 million Shein accounts. The Attorney General found it understated the breach and wrongly said no card data was taken.[9] |
Breaches and security flaws
Have I Been Pwned lists the SHEIN breach of June 2018: 39 million accounts, with email addresses and passwords. What leaked and what to do.
Scams that use Shein
- Reused passwords
- Shein warns that reusing a password from another site makes ‘credential stuffing’ attacks more likely, where criminals try leaked passwords on your Shein account. Use a unique password for Shein.[1]
- Gift card or credit offers for cash
- Shein says wallet credits, coupons, points and gift cards have no cash value and gift cards work only on products Shein sells. Treat anyone offering to buy or sell them for cash with suspicion.[2]

When not to use it
- Letting a child use it on their own: Shein says you must be 18, or under 18 only with a parent or guardian involved, and its App Store rating is 16+.[1][3]
- Reusing a password from another account, given Shein’s past breach and its own warning about credential stuffing.[1][9]
What HARD couldn’t verify
Claims you may see elsewhere that HARD couldn’t confirm from a primary source on 7 Nov 2026, so they aren’t in the record above.
- French officials are reported to have fined a Shein sales company €40 million in July 2025 over misleading discounts and environmental claims; the government’s own document would not load, so HARD could not confirm it.
- HARD did not find a Shein page warning about scams that use its name, such as fake gift-card or prize messages, so none are listed here as Shein’s own advice.
